A New Vision for the Americas: Nevada’s Green Marshall Plan
Dear Friends and Neighbors of Nevada’s Second Congressional District,
As we stand on the threshold of America’s 250th anniversary, I invite you to imagine a future that is not only possible, but necessary—a future where hope, innovation, and unity define our generation’s legacy. Today, our world faces challenges too vast for any one nation to solve alone: climate change, economic instability, and the erosion of civil rights. But history teaches us that when we dare to dream boldly and act together, we can transform crises into opportunities for lasting progress.
Our Green Marshall Plan: Inspired by History, Shaping the Future
Seventy-five years ago, the Marshall Plan helped rebuild Europe from the ashes of war and inspired the birth of the European Union—a community rooted in cooperation, peace, and shared prosperity. Today, I propose that we launch a new Green Marshall Plan, one that meets the urgency of our climate emergency and reimagines our place in the world. This plan goes beyond Nevada or even the United States; it calls for a union of the Americas, stretching from Greenland and Canada all the way to Argentina.
Why such an ambitious vision? Because the greatest threats we face—rising temperatures, wildfires, droughts, and the displacement of millions—know no borders. International lines, drawn centuries ago, can no longer contain problems that are global in nature. The time has come to build bridges, not barriers.
A Union of the Americas: Learning from the Past, Building for the Future
Just as the 13 colonies united to form the United States, now is the moment to forge a new partnership across the Western Hemisphere. Imagine the possibilities if North, Central, and South America—along with the Caribbean—joined forces to create a community rooted in respect, mutual benefit, and shared responsibility.
This means reinterpreting the Monroe Doctrine for the 21st century. For too long, our hemisphere has been marked by intervention, distrust, and missed opportunities. Instead of deploying over 200 military interventions in Latin America, as we have in the past 200 years, let us focus on true integration—economically, politically, culturally, and socially—just as Europe did after the devastation of World War II.
We must respect each nation within the framework of international law. This means ending attacks on countries like Mexico and Venezuela, and ceasing aggressive actions across the Caribbean. It means acknowledging past mistakes and choosing cooperation over confrontation.
Ending the War on Drugs: From Division to Opportunity
Part of building a hopeful, united future is ending policies that have caused deep harm. The War on Drugs, exposed long ago by Nixon’s own advisors as a tool for oppression both at home and abroad, has failed. It has fueled violence, divided communities, and perpetuated injustice across the Americas.
I am the only candidate calling for a true end to this failed war. I believe we must tax, regulate, and legalize—not criminalize. By doing so, we can generate new streams of revenue that can fund a universal basic income, invest in education, and support families right here in Nevada.
Imagine a future where adults can safely and responsibly enjoy their substance of choice—just as they do in Amsterdam or at a coffee shop—without fear, stigma, or violence. Nevada has already led the nation in legalizing recreational cannabis. Now, we can pioneer responsible regulation for other substances, creating safe spaces for consumption and ensuring the well-being of our communities.
A Different World is Possible: Nevada Can Lead the Way
This vision isn’t a fantasy—it’s a necessity. The challenges of climate change, economic inequality, and public health demand bold solutions. By leading with hope and courage, Nevada can show the nation and the world what is possible when we work together, respect our neighbors, and invest in people over profits.
Let’s imagine a world where our children breathe clean air, where parents feel safe sending their kids to school or to a concert, and where opportunity is within reach for every family. Let’s build a future where the Americas stand united—not just in geography, but in purpose.
The path ahead will not be easy. Change never is. But together, we can make history. We can turn Nevada into a beacon of hope and progress, inspiring a new era for our hemisphere and our planet.
Thank you for believing in what’s possible. Let’s seize this moment and build that future—together.
With hope and determination,
Gamy Enriquez, MPA
