A New Deal for Data: The Green Marshall Plan for NVCD02 and America

Surveillance profits awakened intense competition over the revenues that flow from new markets for future behavior.
— Shoshana Zuboff, The Age of Surveillance Capitalism

Fellow Nevadans,

Our digital world was founded on the illusion that connecting online is free. But behind every search, post, or purchase, a hidden transaction occurs: our personal data is mined and sold, often without our knowledge or meaningful consent. This data feeds powerful prediction markets, generating billions in profits for a handful of tech giants while leaving everyday Americans with nothing but privacy concerns and digital fatigue.

It’s time to demand a new deal—a fair share of the prosperity our data generates. That’s why, as your candidate for Congress in Nevada’s 2nd District, I’m proud to introduce the cornerstone of my campaign: the Green Marshall Plan. This bold, actionable proposal will not only reclaim our digital rights but also transform America’s energy and economic future.

The Green Marshall Plan: Turning Data into Dividends

The Green Marshall Plan starts with a simple truth: the people should benefit from the value their data creates. My plan will establish a network of 100% ecologically friendly data centers across the United States. These data centers won’t run on fossil fuels—they’ll be powered entirely by renewable energy. And, most importantly, the revenue generated from these centers will go directly back to the people in the form of a Universal Basic Income (UBI) of $1,300 per month for every everyone.

A Model That Works: Learning from the Nordic Countries

Some may ask: is this possible? The answer is a resounding yes. Nordic countries have already shown us the way. In Sweden, Norway, and Finland, data centers operate on clean, renewable energy. They’re efficient, reliable, and serve as engines for both technological innovation and local job creation. If they can do it, so can we—and on an even bigger scale.

Why Nevada? Why Now?

Nevada is uniquely positioned to lead this transformation. We have abundant sun, strong winds, and the potential to become a national leader in renewable energy. By investing in cutting-edge data infrastructure and harnessing clean energy, we can create thousands of good-paying jobs right here in NVCD02. This isn’t just about environmental stewardship; it’s about building a durable, future-proof economy that works for everyone.

A National Universal Basic Income: Funded by Our Data, Powered by Clean Energy

The Green Marshall Plan is not a compromise between progress and environmental responsibility—it is a fusion of both. By capturing the value of our collective digital presence, we can fully fund a Universal Basic Income. $1,300 per month, for every American, no strings attached. This is economic security in an age of automation and AI. This is a lifeline for working families, students, retirees, entrepreneurs, and anyone seeking more than just survival.

How We’ll Do It: 100% Renewable, 100% American

This plan is grounded in real, achievable action:

  • 100% Shift to Renewables: We will massively scale up wind and solar power, including solar panels on every roof, to supply our data centers and the broader grid.

  • Electric Vehicle Subsidies: We’ll support families and businesses in switching to electric vehicles, reducing pollution and supporting American manufacturing.

  • Domestic Lithium Loop: By building a closed-loop system for lithium extraction, use, and recycling right here in Nevada, we’ll support clean energy storage while protecting our landscapes.

  • Community Ownership: Profits from data centers go back to the people—not just corporate shareholders—ensuring a fair and transparent system.

This Isn’t Science Fiction—It’s a Plan for Today

Let’s be clear: we don’t have to choose between a thriving digital economy and a healthy planet. We can have both. The Green Marshall Plan is a practical, evidence-based solution, not a pipe dream. It’s how we take back control of our digital lives and secure a brighter, fairer future for our children and grandchildren.

Join the Movement for a Brighter, Fairer Future

I am running for Congress in 2028 because I believe Nevada and America deserve bold ideas and honest leadership. The Green Marshall Plan is more than a policy—it’s a movement. I invite you to join me in fighting for a future where our data serves us, where clean energy lights every home, and where no one is left behind.

Visit our campaign website to learn more, get involved, and share your voice. Together, we can build a Nevada—and an America—that belongs to all of us.

Onward,

Gamy Enriquez, MPA
Candidate for Congress, NVCD02
2028
