A Vision for America’s Future — Leading with Sustainability, Justice, and Peace

Dear Friends and Neighbors of Nevada’s Second Congressional District,

As I launch my campaign as an independent Democratic candidate for Congress, I want to share with you a vision that goes beyond politics as usual. Our nation stands at a crossroads. We are witnessing a historic moment in which the very foundation of American power and global leadership is being tested. The slow-motion march toward war with Iran is only the latest symptom of a deeper challenge: the beginning of the end of the era of American empire as we have known it.

The Lessons of History: Empires and Energy

World-renowned historian Alfred McCoy teaches us that for the past thousand years, the world’s dominant empires have been those that controlled the “world island" of Eurasia and, crucially, the energy of their era. The Spanish Empire relied on the tragic exploitation of enslaved Africans; the British Empire rode the wave of steam and coal; the American Empire was built on the back of fossil fuels. Each of these powers rose to global dominance by harnessing the energy resources of their time.

But the world is changing. Renewable energy is rapidly displacing the old fossil fuel order. The next great power — the nation that leads the world in the transition to clean energy — will set the rules and values of the 21st century. The stakes are clear: will America lead in building a sustainable, just, and peaceful world, or will we fall behind, clinging to outdated models of domination and resource extraction?

A Green Marshall Plan: American Leadership for the 21st Century

That is why a centerpiece of my campaign is a bold proposal: a Green Marshall Plan. This plan is the international equivalent of the Green New Deal or the Inflation Reduction Act — but with a global vision. Just as the original Marshall Plan rebuilt Europe after World War II and secured American leadership for generations, a Green Marshall Plan will empower the U.S. to lead the world in renewable energy, innovation, and climate action. For Nevadans, this means more than global influence: it means saving money on energy bills, creating thousands of good-paying green jobs here at home, and conserving our precious environment. It also means we can keep our children from being sent to endless wars abroad, by investing in peace and prosperity at home.

But this is not just about technology or economics. It’s about values. Our leadership must be rooted in a rules-based international order, one that prioritizes multilateralism, diplomacy, human rights, and genuine democracy. We can no longer afford a foreign policy based on hyper-militarization, domination, or subjugation. Instead, we must champion cooperation, respect, and equity among nations.

The Cost of Empire: Time for a New Approach

Consider the facts: the United States makes up just 5% of the world’s population, yet consumes 25% of its resources and maintains over 800 military bases across the globe. Despite these enormous investments, we find ourselves bogged down by endless conflicts and asymmetric warfare — a strategy leveraged by nations like Iran — that delivers little return for the American people.

It is time to ask: Is this the best path for our future? Is this the legacy we want to leave for our children and grandchildren?

Managing Decline, Embracing a New Role

Empires rise and fall, but decline does not have to mean disaster. We can choose to manage America’s imperial transition with wisdom, humility, and vision. We need not swing from the extremes of hyper-globalization to isolationism. Instead, we can build a new, healthier relationship with the rest of the world — one based on mutual respect, shared prosperity, and ecological responsibility.

As your congressman, I vow to do everything within my constitutional power to:

  • Advance a Green Marshall Plan to position America as the global leader in renewable energy and climate resilience, while delivering direct benefits to Nevada families — including lower utility costs, new green jobs, conservation of our unique landscapes, and paving the way for a Universal Basic Income Freedom Dividend and a Nevada Permanent Fund from renewable energy revenues.

  • Promote international rules of the road that foster peace, prosperity, and stability.

  • Reject policies of domination in favor of multilateral diplomacy, genuine human rights, and a just world order.

This is not just a political platform — it is a call to action for all Americans who believe in our country’s potential to lead with courage, creativity, and conscience.

A Future Worth Fighting For

The challenges before us are immense, but so are the opportunities. We stand at the threshold of a new era. If we choose bold, principled leadership, we can build an America — and a world — that is more sustainable, just, secure, and free.

Join me in this movement. Together, we can chart a new course for Nevada, for our nation, and for our planet. Mark your calendars: the Democratic primary is June 9, with early voting from May 23rd to June 5th. Your voice and your vote can help deliver a future where Nevada leads the way in sustainability, economic security, and peace.

In solidarity,

Gamy Enriquez,

Independent Democratic Candidate, Nevada’s Second Congressional District
