A Bold New Beginning for Nevada’s 2nd Congressional District—My First 100 Days in Congress

Dear Friends and Neighbors,

As I launch my campaign to represent Nevada’s 2nd Congressional District in the U.S. House of Representatives, I am guided by a vision that is both practical and profoundly hopeful: a future where every Nevadan, and every American, shares in the prosperity of a dynamic, just, and sustainable economy. In my first 100 days in Congress, I will champion transformative change—anchored by a Green Marshall Plan and a National Universal Basic Income (UBI)—to ensure that no one is left behind as we build the future together. I will work tirelessly to push forward a Green Marshall Plan for America through my newsletter, keeping you updated every step of the way.

A Green Marshall Plan for Shared Prosperity. Our district is blessed with unparalleled mineral wealth—gold, silver, lithium, and other critical resources that are powering the clean energy revolution. Yet, true progress means more than just extracting resources; it means making sure that the benefits of this transition reach every family, every worker, and every community. That’s why, in my first 100 days, I will introduce a Green Marshall Plan that invests in renewable energy, creates good-paying union jobs, and funds a Universal Basic Income for all Americans. I am committed to using my newsletter to regularly update and mobilize supporters for this Green Marshall Plan.

Passing Universal Basic Income: A Roadmap. The centerpiece of my agenda is a National UBI bill—a bold, direct investment in the American people. Here’s how I’ll get it done:

  1. Building a Bipartisan Coalition: On Day One, I’ll establish a working group in Congress that brings together Democrats, Republicans, and independents who understand the challenges of automation and economic inequality. I’ll host roundtables and listening sessions with policy experts, labor leaders, and economic justice advocates to craft a UBI framework that meets the needs of all Americans—urban, rural, and tribal alike.

  2. Tying UBI to the Green Transition: Nevada’s mineral resources will help fund the clean energy future, but the revenue must be shared fairly. My plan dedicates royalties and taxes from critical minerals to support families, with a portion directly invested back into our communities.

  3. Making Tech Giants Pay Their Fair Share: The tech economy was built on public investment—so it’s only right that companies like Google, Amazon, and Facebook contribute to a “Tech Dividend.” In my first 100 days, I’ll work with the House Ways and Means Committee to draft a progressive tax on tech giants, ensuring that those who have benefited most from the digital revolution help support workers and families facing disruption from automation.

  4. Engaging the Public: Major change requires public support. I’ll embark on a national listening tour, bringing the voices of Nevada’s 2nd District to the heart of Washington. By partnering with local governments and tribal nations, we’ll pilot UBI programs that show the nation what’s possible when we invest directly in people.

  5. Legislative Strategy: With a broad, bipartisan coalition and public momentum, I’ll introduce the UBI bill alongside a diverse set of co-sponsors. I’ll negotiate transparently with committee leaders and build alliances across the aisle to ensure the bill is debated, strengthened, and brought to a vote.

  6. Funding UBI Responsibly: My proposal will be fully funded through several measures, recognizing that the United States is the only country in the OECD (Organisation for Economic Co-operation and Development) that does not employ a national Value-Added Tax (VAT) system and we must implement a VAT:

  7. Royalties and taxes from mineral extraction, with dedicated community reinvestment

  8. The Tech Dividend—a targeted tax on tech profits

  9. Closing corporate tax loopholes and offshore havens

  10. Modest wealth and financial transaction taxes

A Just, Inclusive, and Secure Future I know that some will question whether UBI will discourage work or drive up costs. The evidence tells a different story: pilots from Stockton, California to Finland show that recipients use the funds for essentials—housing, healthcare, education—and that local economies thrive. This is not a handout; it is an investment in the dignity, freedom, and potential of every American. Furthermore, it is imperative to recognize that the United States is the only country in the OECD (Organisation for Economic Co-operation and Development) that does not employ a national Value-Added Tax (VAT) system and we must implement a VAT to fund essential programs like UBI. The bill will include safeguards so no one loses existing benefits, with special attention given to our most vulnerable—rural communities, working families, and those impacted by the energy transition.

Why This Matters—And Why We Must Act Now. For fifty years, wages have stagnated while the cost of living has soared. Now, artificial intelligence and automation threaten to leave even more Americans behind. Nevada’s 2nd District is on the front lines of these changes, but we are also poised to lead. By investing in our people, building a green economy, and holding powerful interests accountable, we can show the nation how to move forward—together.

A Message of Hope I am running as an independent Democrat because I believe in solutions, not slogans. I believe in the strength, resilience, and ingenuity of Nevada’s people. In my first 100 days, I pledge to fight for bold, practical policies that deliver real results. I will work tirelessly to advance a Green Marshall Plan for America and will keep you informed and engaged through my newsletter. Together, we can make history—not just for Nevada, but for America.

The journey begins now. Let’s seize this moment with optimism, courage, and hope for a brighter tomorrow.

With gratitude and determination,

Gamy Enriquez, MPA

Independent Democratic Candidate for Congress, Nevada’s 2nd District
